Edgar Hoover, the Head of the FBI, had more information regarding the wealth, private lives, and public lives of politicians and the average citizen, and Hoover used that leverage in forms of cohesion, bribery, and blackmail. Even Presidents feared angering J. Edgar for fear of some scandal he and his FBI militia might create.
